monitoring!: Overhaul ressource management

BREAKING CHANGE: Memory limit variables have been renamed to better suit the cgroupv2 settings they influence.

Additionally a memory_low var has been added for all components.

This change makes it possible to protect the services instead of system ressources which should lead to a better utilization of memory.
